The monthly meeting of the Town Board of the Town of Trenton was held at the Trenton Municipal Center, Barneveld, NY.  Supervisor Mark Scheidelman called the meeting to order at 7:45 p.m.  Present:  Councilmen Betsy Mack, Joseph E. Smith; Highway Superintendent Art Hughes; Codes Enforcement Officer Ken Cutler.


MINUTES:  The minutes of April 12 Town Board meeting were approved as written.


PRIVILEGE OF THE FLOOR:

Larry Bogan and Joe DeTraglia-The two South Trenton residents would like to set up a meeting with the Town Board to see the renovations at the South Trenton Community Center.  The Town Board will meet in South Trenton on Thursday June 29,2006 at 7:30 pm.


Rich Marrazzo-Rich is looking for ideas from the Town Board on what can be done to slow the speed of traffic in Hayes Circle.  The Miracle Home has brought an increase in traffic.  Art has placed signs.  Scheidelman suggested calling the Sheriff and State Police to request patrols more regularly.  Scheidelman will talk to Faxton-St. Lukes and request they ask the contractors’ to slow down.  Scheidelman will look into other options.


Bruce Kellogg arrived at 7:55 pm.


Bill Kuchler-Kuchler inquired how the Town obtained the land for the new access road.  Scheidelman responded there were two parcels donated to the Town of Trenton.  Ed Blask gave the Town approximately 60 feet of road frontage when he sold his land to Dean Beck/Rolling Star three years ago.  Don Virkler donated another 60 feet.  Kuchler asked if there are plans to raise the assessment for road frontage.  Scheidelman answered that assessments usually do not change until a property is sold.  Kuchler asked how the property in question is zoned.  Scheidelman replied that part of the property is zoned CB3 (Commercial/Industrial).  The property from Virkler is still zoned Planned Development.  Kuchler asked how the road would be paid for.  Scheidelman indicated the Town had received a $40,000.00 multi-modal grant from New York State.


Kevin Storsberg:  Kevin Storsberg appeared before the Town Board with concerns regarding the Trenton Fish and Game Club.  He had hoped to hear the findings regarding the evaluation of the Rifle ranges at the Game Club.  Scheidelman responded the Rifle ranges are closed until further notice.  Storsberg would like to clarify the March 8th minutes.  On page 5 under Trenton Fish and Game Club the “they” refers to the Sheriffs department possibly pressing charges against the members found in violation of Game Club rules.  Scheidelman informed Storsberg the Town has not received the evaluation of the Rifle Range yet either.  He reminded Storsberg, as there is potential litigation, the Town must proceed through counsel.  The Town Board takes this situation seriously and the Towns response to Storsberg’s questions will come through the Town Attorney, Tom Hughes.


Shirley Poland arrived at 8:50 pm.


Pat Ferguson reported to the Town Board the parking lot at the Community Center needs only the top cover of fill.


06-53  GENERAL ABSTRACT:  Motion by Smith, second by Mack to pay audited General Abstract 06-05 (344 – 416) in the amount of $135,817.25.  Roll call:  Poland, aye; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, aye.  Motion carried.


06-54  HIGHWAY ABSTRACT:  Motion by Kellogg, second by Poland to pay audited Highway Abstract 06-05 (152-184) in the amount of $17,305.15.  Roll call:  Poland, aye; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, aye.  Motion carried.

               

HIGHWAY SUPERINTENDENT: 


06-55  Motion by Smith, second by Kellogg, to spend $25,000.00 to blacktop 1.2 miles of Trenton Falls road to Old Poland Road and State Route 28.  Roll call:  Poland, aye; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, aye.  Motion carried.


06-56  Motion by Mack, second by Kellogg, to accept the 2006 County Snow Plowing Agreement for $103,000.00.  Roll call:  Smith, aye; Poland, aye; Mack, aye; Scheidelman, aye; Kellogg, aye.


Britt Place:  The Town is working on getting an agreement in place for an easement.


Champlain Oil:  Betsy Mack requested the Town Highway personnel check to be sure the Champlain Oil cards work.  The old Fleetcor cards need to be returned.

 

South Trenton Bridge Snowplow Turnaround:  The Town received a letter from the Holland Patent School stating they had no problem with the proposed turnaround.


06-57  Motion by Mack, second by Poland, to close and barricade both sides of the bridge over the Nine Mile Creek in South Trenton and provide a 30’ by 60’ snow plow turnaround.  Roll call: Smith, aye; Poland, aye; Mack, aye; Scheidelman, aye; Kellogg, aye.


Steuben Creek Bridge:  The Town received a letter from the Village of Barneveld asking for assistance in repairing the concrete bridge over Steuben Creek on Boone Street.


Town Park:  Art reported the ball field is nearly completed.  The new parking lot has been completed, however the pool still needs to be filled.


Veteran’s Way:  Art received the plans from the Engineer.  He needs to meet with Eric and Mark to determine how much fill will be needed and if there will be enough money from the grant to cover the cost.  B. Kuchler asked what grant and if there were any plans for power, water, sewer, etc.  Scheidelman responded the grant is a State Multi Model Money Grant and there are no plans at this time for power, water, sewer, etc.  Scheidelman will contact Boulder Consultants next week to set up a meeting.


County Agreements:  The County sent a Roadside Mowing Agreement to Art.  They would like the Town to mow and ditch 28 miles of county road.  Art feels it would take three to four weeks to do one pass of fifty miles. The Town Board members were not in favor of this agreement.


Hinckley Sewers:  The Town Highway Department cleaned out the Hinckley sewers.


Holland Patent:  The Village of Holland Patent has requested the use of a couple of trucks to help when they repave their streets.  Barrett Paving does not have a start date yet.


Teamsters:  The Town received the stipulation to the agreement between the Teamsters and the Town Board.


DOT Meeting:  The DOT will host a meeting at the Trenton Municipal Center on June 28, 2006, at 7:30 pm.  They will be presenting their decisions on the repair options for the Route 12 bridge outside of Barneveld that crosses Route 365.


ZONING & CODES: Ken Cutler reported SAMPO has corrected the outside box and the main sprinkler.

Steve Hunter arrived at 9:30 pm.


TAP: A meeting was held with Dave Zogby from the Trenton Assembly Park.  TAP and the Town Board reached an agreement that all zoning applications must be signed off by the TAP Board President before the Town of Trenton will even consider them.  The Town is working with TAP to come up with a solution for zoning and codes within the TAP.  Scheidelman will set up a meeting with TAP, Ken, Steve and Tom Hughes.  There will be no permits until the zoning has been changed.

 

Windsong:  Ken Cutler stated serious concerns over the enforcement of codes violations at the park.  The County and HUD have cited the same violations the Town of Trenton cited, but the enforcement is left to the Town of Trenton Codes Enforcement Officer.  This has become a full time occupation for him at the trailer park.  Scheidelman replied Ken must document everything and needs to continue working with the residents.


Ken Cutler reported an unfortunate miscommunication with the Village of Barneveld.  He shared his letter with the Town Board.  Mark Scheidelman thanked Ken for his letter addressing the situation.


Gerry Ritter:  Gerry reported there are several training and information meetings coming up.  She left the information with the Town Clerk.  Gerry updated the Town Board on NIMS Training and the 488 Forest Law and its impact on assessors.


Steve Hunter reported he denied two applications this month.  One subdivision in South Trenton and the Kinsinger application, which has a hearing scheduled for later this month.


COOMBS ROAD WATER DISTRICT:  Scheidelman reported he had a final meeting with the contractor and the USDA.  The project is complete.


06-57  Motion by Smith, second by Poland, to accept the project as complete and authorize the final payment per the contract.  Roll call:  Smith, aye; Poland, aye; Mack, aye; Scheidelman, aye; Kellogg, aye.


 BEACH:  The Trenton Town Pool employees had an organizational meeting tonight. They have filed all paperwork with the County.  Lindsey Doolittle and Rebecca Provost requested a change in procedure for Swim Lessons.  They would like to hold tryouts for lessons to determine applicants swim level before lessons begin.  The pool will be filled on Thursday June 15.


06-58  Motion by Joe Smith, seconded by Bruce Kellogg , to accept the following list of appointees and their wages:

06-59       Motion by Smith, seconded by Kellogg, to authorize the Supervisor to review three applicants for the lifeguard positions and hire two.  Roll call:  Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye.  Motion carried.


Mark Scheidelman reminded the Board to reserve September 10, 2006 on their calendars for the Annual Town Appreciation Day Picnic.


06-60 FINANCE OFFICER’S REPORT:  Motion by Smith, second by Kellogg to approve the May

Finance Officer’s Report with an ending balance of $1,032,092.75.  Roll call:  Poland, abstain; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, abstain.  Motion carried.


TOWN CLERK’S REPORT:  The May report was reviewed by the board.  Total revenues - $940.50; amount to Supervisor - $709.32.


COMMUNITY ED: The Town Board reviewed the contract with Community Ed.  The following changes and additions were added:


                Town Pool Picnic will be held on August 18, 2006

                Someone at least 18 years of age needs to be on-site during programs

                Community Ed Calendar runs from June 26, 2006 until August 30, 2006


The Town Board will remind Community Ed that the Town Pool closes on August 20, 2006.  The Town Park Hours are daily from Dawn to Dusk with the Swim Beach Hours daily from 11 am until 7 pm.  Betsy Mack reported she faxed this information to Community Ed on June 13, 2006.


06-61   Motion by Kellogg, seconded by Mack, to authorize the Supervisor to make the discussed changes and sign the revised contract for $12,000.00 with Community Ed.  Roll call:  Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye.  Motion carried.


Joe Smith reported the new soccer field needs some work.  The playing field is not level and only about 50% of the grass has come up.  He will follow up on the matter.


TRENTON COMMUNITY CENTER:   Smith reported the Community Center needs more work than anticipated.  He requested a hold be put on hiring a painter until minimum repairs can be determined and estimates are obtained.  Smith will follow up.


LABERGE:  Scheidelman received the estimate from LaBerge for water for Glass Factory Road.  He requested approval to send a quote and a generic letter stating the Town will not go any further to property owners.

                June 29   Visit to South Trenton Community Center – work session


Voting sites for the 2006 elections were discussed.  Prospect, Trenton and Holland Patent will be the voting sites for this year.
