A work session meeting of the Town Board of the Town of Trenton was held at the Trenton Municipal Center, Barneveld, NY. Supervisor Mark Scheidelman called the meeting to order at 7:40 p.m. Present: Councilmen Betsy Mack, Bruce Kellogg and Joe Smith. Mark Scheidelman stated Planning Board interviewees were not contacted and the interviews would be rescheduled. Tim Dunn: Scheidelman was contacted by Tim Dunn, of Bailey and Haskell Insurance, to see if the Town would be interested in switching insurance brokers. He is only interested in quoting if the Town will change, as the process is lengthy. Scheidelman reminded the Town Board our insurance, through Briggs Insurance Agency, expires in August. Shirley Poland arrived at 7:45 pm. Discussion was held on rates and satisfaction with the current broker. Tom Hughes arrived at 7:50 pm. Scheidelman asked the board members if they were interested in changing brokers at this time. The responses were Smith, no; Kellogg, no; Mack, no; Poland, no. Scheidelman will inform Tim Dunn the Town is not interested at this time. Tim Moriarity: Tim Moriarity approached Mark Scheidelman requesting his pay be raised to $12.00/hr. Tim has had to put in a lot of extra hours due to his late start this spring. Scheidelman has asked Tim to schedule other staff to cover some of the hours. Tim, and his staff, services 13 facilities within the town. Discussion was held on the matter. 06-62 Motion by Mack, seconded by Kellogg, to increase Tim Moriarity’s wage to $12.00/hr. Roll call: Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye. Motion carried. 06-63 Motion by Poland, seconded by Mack, to enter into executive session to discuss a personnel issue. Roll call: Kellogg, aye; Mack, aye; Scheidelman, aye; Smith, aye; Poland, aye. Motion carried at 8:00 pm. 06-64 Motion by Smith, seconded by Mack, to resume the work session at 8:50 pm. Roll call: Kellogg, aye; Mack, aye; Scheidelman, aye; Smith, aye; Poland, aye. Motion carried. Joe Stockhauser: Scheidelman informed the Town Board that Joe Stockhauser was denied a Home Occupation in 1998. He has been repairing vehicles in his garage on Trenton Falls Road since that time. Arlene Stockhauser has complained about the shop and would like to see it closed so she can sell her house. Scheidelman requested Steve Hunter write a letter to Joe Stockhauser citing his violation and giving him 30 days to comply. 06-65 Roadside Stands: William Nichols submitted a Roadside Stand renewal application to the Town Board. James Roberts applied for a Roadside Stand. He was cited for violation last year for operating without a permit. 06-65 Motion by Smith, seconded by Kellogg, to approve the Roadside Stand renewal application for William Nichols. Roll Call: Kellogg, aye; Mack, aye; Scheidelman, aye; Smith, aye; Poland, aye. Motion carried. James Roberts: Mack reported she was informed Roberts now has 2 sawmills in operation. Scheidelman asked Tom Hughes to motion for a preliminary injunction to close down the operation. SAMPO: Sampo has refused to allow Ken Cutler admittance onto the site for inspection. The Town Board asked Tom Hughes to commence legal action. EZ STOP: Hughes reported the Town now has Temporary incident Ownership of the EZ Stop property. Discussion was held on the contract with Geologic and the steps required to move forward in this project. 06-66 Motion by Kellogg, seconded by Smith, to authorize the Supervisor to hire Geologic according to the revised contract, and sign the contract with the DEC. Roll call: Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye. Motion carried. Highway Garage: Testing should be occurring this week on the new wells. Don Lily is interested in purchasing the old St. Lukes building. He asked if we would share our information. Hudon Sign: The Hudon Site Plan Review was approved with the exception of the sign, due to removable letters. Discussion was held on the topic. Scheidelman will ask Zoning Board of Appeals Chairman, Wink Doolittle, to send Hudon a letter stating Site Plan Review is not appeallable. Hudon will file an Article 78 to New York State Supreme Court according to the packet the Town received from Hudon’s lawyer. Tom Hughes left at 9:30 pm. Community Ed: Anne McGahey reported to Scheidelman that Community Ed has proposed a Calendar for summer recreational activities for children ages 5-12. Kellogg asked if Community Ed is working on finding a Director. Poland reported Community Ed would like to find a director, but their focus has been on trying to stabilize the current program first, then find someone who will stay with the program. Sink or Swim does fall under Community Ed even though they are a separate club. Community Ed will be responsible for collecting their dues and paying their lifeguards. Poland reported they have a program and the calendar has been put in the Rural Oneida Star. 06-67 Motion by Kellogg, seconded by Smith, to authorize the Supervisor to sign to contract with Community Ed. Roll call: Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye. Motion carried. Smith reported 90% of the Town Hall siding is fine. The building has been power washed. The rest needs to be scraped and some wood replaced. Scheidelman reported the Board of Assessment and Review had 7 grievances this year. Five of the seven were lowered. He also reported the Tax Collector’s report is on file. Liepins Property: Mack looked into the property on Junction Road located outside of Prospect. Smith questioned what the Town would do with the property. After discussion the Town Board decided to respectfully respond “No” to the land offer made by Sigmund Liepins. Scheidelman reminded the Town Board members of the upcoming meeting at the South Trenton Community Center, on June 29, 2006, and the DOT meeting on bridgework at the Municipal Center on June 28.
