JULY 12, 2006 The monthly meeting of the Town Board of the Town of Trenton was held at the Trenton Municipal Center, Barneveld, NY. Supervisor Mark Scheidelman called the meeting to order at 7:37 p.m. Present: Councilmen Betsy Mack, Joseph E. Smith; Highway Superintendent Art Hughes. MINUTES: The minutes of May 2, May 9, May 10 and May 24 Town Board meeting were approved as corrected. PRIVILEGE OF THE FLOOR: Joe DeTraglia: Joe DeTraglia asked the Town Board if they had reached any conclusions on allowing the South Trenton Community Center to be opened for voting and a winter program for kids this year. Scheidelman responded he would like to reach an agreement like the Town had with the Community Center two years ago. The election site information had to be filed with the County in June for this September’s election. The sites submitted for 2006 were: Holland Patent, Trenton and Prospect. Scheidelman further replied if the building meets codes, he doesn’t have a problem with bringing voting back to South Trenton. Scheidelman informed Joe DeTraglia the Town Board has not had a vote on the issue as they have not had a meeting since the visit to the South Trenton Community Center. 06-68 GENERAL ABSTRACT: Motion by Mack, second by Kellogg to pay audited General Abstract 06-07 (417-477) in the amount of $34,365.75. Roll call: Poland, aye; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, aye. Motion carried. 06-69 HIGHWAY ABSTRACT: Motion by Smith, second by Kellogg to pay audited Highway Abstract 06-07 (185-216) in the amount of $40,021.24. Roll call: Poland, aye; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, aye. Motion carried. Kevin Storsberg: Kevin Storsberg appeared before the Town Board with questions on how minutes for the Town Board meetings are put on the website. The Clerk responded minutes are sent to the Webmaster after approval from the Town Board. Storsberg inquired if the minutes of March 8th, 2006 Town Board meeting had been corrected as discussed last meeting. Tom Hughes arrived at 7:55 pm. The Clerk read the corrected minutes. Storsberg inquired if the Town Board heard any rulings or decisions from the Planning Board. Scheidelman replied he met with the Planning Board and the Planning Board is working on a recommendation for the Town Board. Storsberg inquired when the latest zoning ordinance was enacted. Scheidelman replied he thought it was November of 2000. Storsberg asked how he should request information. The Clerk responded by explaining a FOIL Request Form was available at the Clerk’s Office. Storsberg asked Scheidelman if he had received any feedback from the Trenton Fish and Game Club. Discussion was held on The Trenton Fish and Game Club expert and design guy for the rifle range as well as Storsbergs’ request for the Codes Enforcement Officer to inspect the facility to ensure proper sign age is in use and to confirm the rifle range is still closed. Scheidelman asked CEO Ken Cutler to go to the Trenton Fish and Game Club and report his findings to Scheidelman. HIGHWAY SUPERINTENDENT: Steuben Creek Bridge: Art Hughes reported the repairs needed for the bridge in the Village of Barneveld is aesthetic not structural. He will need to face out and cap the spalling on the side rails. Art will price out and put in the budget for next year. Scheidelman will contact the DOT for a report on the bridge. Britt Place: Tom Hughes needs measurements for the easement at Britt Place. Jason Steihl: Art Hughes reported Jason is still out on Workers Compensation. Hopefully he will return to work on Tuesday. Downer Hill Rd: Art has not been able to contact Bob Gilbert of Downer Hill Rd. He will send him a letter. Town Roadwork: Art reported Plank Road has been completed. He is waiting for slurry seal for Trenton Falls Road. Art has work to do at the Twin Churches in Holland Patent and Parking lot work at the Depot in Holland Patent. Prospect needs more rocks for setting along the Prospect Gorge. JULY 12, 2006 2 Art Hughes requested Road Closed Signs be purchased for each of the Fire Departments. The Barneveld Fire department asked Art to get signs after the recent accident on Mapledale Road. Art will order the signs. Town Park: Joe Smith would like to meet with Art Hughes at the Town Park. Veteran’s Way: Art will get in touch with Boulder Consultants regarding measurements for Veteran’s Way. COMMUNITY ED: Anne McGahey and Margaret MacNamara addressed the Town Board with concerns over policy and communication. Anne asked if Mark or Shirley had any trouble reaching Anne. They replied neither one had trouble reaching Anne. A memo was sent to the Town Board members outlining how to respond to Community Ed phone calls. McGahey voiced her displeasure at the Towns complete disregard of the memo less than 12 hours after it was issued. Scheidelman responded the memo had not been distributed facility wide at the time of the phone call in question. The Town has received a number of complaints from individuals stating Community Ed had not returned their phone calls or e-mails. McGahey reported Community Ed has over 100 youth in two programs so far this summer. Scheidelman reminded McGahey and MacNamara the Town Board is responsible for giving assistance to Community Ed, they have no desire to run the program. Scheidelman stated he is pleased overall with the progress of th program. Kellogg stated Community Ed needs a director to handle the day to day so Margaret and Anne can continue offering the program they have brought to Community Ed. MacNamara and McGahey feel having two people is beneficial. They compliment each others services and time schedules. ZONING & CODES: Bruce Kellogg asked Ken Cutler to define “property maintenance.” Ken cited some examples explained the conflict between State Code vs. Local Rule. Scheidelman informed the Town Board the Town could adopt a local rule property maintenance law. SAMPO: Sampo has had communication with Attorney Tom Hughes. Ken Cutler reported he has been to SAMPO almost daily. To date he has been refused admittance to Sampo. Ken has no means to verify if Sampo has come into compliance. Tom Hughes will check to see if this is a Town matter or a Village matter. WINDSONG: The main pressure water relief has been fixed. Scheidelman asked Ken for a specific list of violations. Currently the park is operating without a permit. The park is not allowed to add more trailers to the park. The County is ready to take Houle to court. 06-70 Motion by Smith, seconded by Kellogg, to commence legal action against Robert Houle and Windsong Trailer Park weekly until the Park is in compliance. Roll call: Poland, aye; Smith, aye; Scheidelman, aye; Mack, aye; Kellogg, aye. Motion carried. Gerry Ritter: Gerry received Betsy Mack’s message about the Town Map. Gerry will look into the status of the Map from Tughill on Thursday. Hazardous Mitigation: Gerry Ritter reported the last meeting was June 29, 2006. A working copy of the information for each regional cluster is on a CD of the Plan. Ray Poland has a copy of the CD. There is another meeting on July 26, 2006 at the Marcy Town Hall. The meeting is open to the pubic. Gerry shared handouts. The Plan goals and objectives are now 2 pages. NIMS: NIMS Training will be held at the Trenton Municipal Center June 20, 2006. Gerry also provided Mark Scheidelman with a sample resolution for NIMS Compliance.
06-71 FINANCE OFFICER’S REPORT: Motion by Smith, second by Kellogg to approve the June Finance Officer’s Report with an ending balance of $878,137.73. Roll call: Poland, abstain; Mack, aye; Kellogg, aye; Smith, aye; Scheidelman, abstain. Motion carried. 06-72 Motion by Kellogg, seconded by Smith to raise Laborers’ wages by .25 incentive raise from current wages. Roll call: Kellogg, aye; Mack, aye; Scheidelman, aye; Smith, aye, Poland, aye. Motion carried. BEACH: The Town Board held discussion on replacing the diving board at the Trenton Town Pool. The Town Board decided to go the rest of the season without a diving board and budget for a new one for JULY 12, 2006 3 next year. While Scheidelman was in favor of replacing the diving board the rest of the Town Board was not in favor at this time. A report was sent to the Town Board from Lindsey Doolittle. The report stated there was one accident at the end of the dock. The individual involved is fine. Lindsey reported things are going well. Several Town Board members added they have had nothing but positive feedback so far. Councilman Poland reported there was a turtle nest at the Town Pool. A cage has been built around the nest to protect the eggs and when the turtles hatch, they will be released in the creek. Bruce Kellogg left the meeting at 10:35pm. 06-73 Motion by Smith, seconded by Mack to pass a resolution to authorize the Citizen’s Bank to be a banking institution for the Town of Trenton. Roll call: Mack, aye; Scheidelman, aye; Smith, aye; Poland, aye. Motion carried. TOWN CLERK’S REPORT: The board reviewed the June report. Total revenues - $980.50; amount to Supervisor - $759.58. GLASS FACTORY ROAD: Betsy Mack sent letters to the residents of Glass Factory Road asking if they were still interested in pursuing public water. Most of the responses she received stated the residents are not interested at this time. The Town Board discussed possible water options and the possible need for a town wide plan. ATTORNEY: James Roberts has been sued. To date he has resisted discovery. Discussion was held about Ag & Markets requirements for timber production income for a farm. Highway Garage Contamination: The recent results for the test wells were a little better than the last results. The new wells have been sampled, but the results were not in yet. Housing: Steve Hunter hopes to have the Town Housing Survey for all three villages completed by the end of July, with the rest of the town to be done in the fall. Adopt a Platoon: Anita Adam sent out several boxes to each of our two platoons. The community response has been wonderful. Community Hall: The Town Board is waiting for a contract from Pat Ferguson for a lease for the Parking Lot at the Community Hall. Community Rec Center: Scheidelman has contacted five surrounding towns to see if there is ant interest in a joint community facility. Russia, Floyd, and Deerfield have expressed interest. Remsen can not answer until it has been discussed with the Town Board. Steuben has not replied at this time. Planning Board: The Planning Board is currently working on: Public Park and Recreation, Portable Storage Amendment and Hog Farms. Ken has given the Planning Board a list of ordinances for Codes and Zoning Enforcement. They are also working on some language for the Trenton Assembly Park zoning, sign law recommendations and design guidelines. Discussion was held in reference to the Hudon and Nimey sign cases. Greenbelt: Betty Adler has pulled together some good meetings and agendas for the Greenbelt Committee. REPORTS: Reports and minutes were reviewed from the ZBA. The meeting was adjourned at 11:30 pm.
