Minutes of Special Meeting

July 26, 2006


Meeting called to order at 7:09 p.m. by Chairman David Wilcox.


1. Roll Call


Present: David Wilcox, Scott McCartney, Ansley Schmitt, Joe Bradley, Steve Smith, and Jonas Kelly. Geri Speich was excused due to an emergency at work. Also present: Zoning Enforcement Officer Stephen Hunter, Town Board member Joe Smith, new Planning Board Clerk Michelle Reid, and Robert Day to take minutes.


2. Reason for meeting


The meeting was called at the request of Town Supervisor Mark Scheidelman for the Planning Board to propose Zoning guidelines to adopt for the Trenton Assembly Park.


3. Public comment session


Five members of the Trenton Assembly Park (TAP) were present. They were Marion J. Hild, Anne E. Hild, Susan Simpler, Lansing Anderson, and Greg Anderson. All are cottage owners but not on the Board of Directors of the Trenton Assembly Park.


The members that appeared briefed the Planning Board about how the TAP operates and some of their grievances regarding approval of changes to structures within the park. S. Smith asked the group about standards to govern building expansion. Answer: There is a building and grounds committee that has control as per the TAP bylaws.


Town Board member Joe Smith left the meeting at 7:40 PM.


Chairman D. Wilcox closed the public comment session at 7:45 PM.


4. Planning Board discussion & recommendation:


The Planning Board discussed various options for Zoning the TAP.


The Planning Board makes the following recommendations to the Town Board, subject to Code and Legal additions and final wording:


Existing Association Seasonal Resort:


1.      All existing structures and their existing uses which may or may not be compliant with the:


·        New York State Building Code

·        New York State Fire Code

·        Town of Trenton Code

·        Oneida County Health Department Regulations


will be grandfathered.


2.      All new structures, additions to, or remodeling of existing structures whether a seasonal cottage residence or association buildings of other use, must be in full compliance with all above codes and regulations and:


a.       Distance off the existing roadways or driveways will be no less than _____ feet from the center of the roadway or driveway.

b.      Distance between structures from any point or direction will be no less than _____ feet.

c.       Distance from structures to existing association property lines will be no less than 50 feet.


3.      A seasonal cottage is not considered a four season residence, but would be in use between April 15th and November 15th.


4.      All Zoning and Building Permits are to be applied for and possibly issued to the Association’s Board of Director’s agent.



5. Other


The members of the Planning Board agreed that additional work session meetings would be scheduled to deal with the backlog of old business items. Meeting dates and times to be decided upon at the next Planning Board meeting.
